Program Management: Program delivery services include program management, administration, and daily operations management. • Provide technical services management: monthly program reports, program expenditure tracking, monthly invoice submission, assessment and tracking of DBE business and work capabilities, and tracking of individual firm expenditures using DBE/SS-provided forms. • Coordinate the DBE/SS Program by providing business development through classroom or one-on-one counseling. The following services are provided to DBE-certified firms: Accounting practices. Services will include bookkeeping, understanding Washington’s State’s Indirect Cost Rate, Federal Acquisition Rules, pricing, audit preparation, tax advice, reporting, applying best practices, knowledge of the Safe Harbor program, and administering certified payroll. Also included are the schedule of values, liens insurance, intent to pay prevailing wages, sales tax requirements, payment terms, billing for materials on hand, and deposits. Bid Preparation: Services will include preparing a proper bid response, submitting a bid, and submitting a scope. Bonding Assistance: Services will include understanding requirements and application assistance. Business Development: Services will include a Business Plan Development, general business assistance, and capabilities statement. Change Order Assistance: Services will include understanding, properly documenting, and implementing change orders. Marketing and Sales Advisement: Services will include assistance for contractors and professional service providers and marketing to primes. Prompt Pay Advisement: Services will include filing a statement of intent, a record of materials, and certified payrolls. Scheduling: Services will include understanding requirements from higher tier contractors. Workflow & Operations Management: Services include Understanding the logistics of “people power” and materials movement and managing Operations.
