Specifications include, but are not limited to: A. Point of contact for Sponsor Ports to all public and non-public parties regarding: i. Project Cooperation Agreement ii. Interstate Agreements iii. Washington Ports’ Agreements iv. Governmental Affairs v. Operations and Maintenance Plan and implementation of the LCR CMP/DMMP vi. Acquisition of new dredge material placement sites vii. Questions regarding O&M and corps activity on the river viii. Public inquiries (material placement, illegal activities, etc.) ix. Contact for issues that may arise on one of the jointly owned sites, ex. emergencies, squatters, invasive species. x. Potential studies regarding issues related to the channel xi. Permit coordination xii. Corps right of entry permissions or temporary work easements B. Executive Sponsor Ports Coordination: i. Inform, coordinate and participate in Sponsor Port Executive and Corps Executive team meetings. ii. Inform, coordinate, and execute the outcomes of the Sponsor Ports and Corps Executive team meetings, as needed. iii. Organize and lead the Executive Team meetings once a quarter, or as determined. C. Project Coordination Team Coordination: i. Organize and lead Project Coordination Team (PCT) and subcommittee meetings once a month, or as determined. ii. Inform and coordinate any Executive Team outcomes with the PCT, as needed. D. Coordination with the Sponsor Ports, Corps, and consultants, etc. to ensure that dredge material placement sites, per the O&M Plan, are available for use as needed. This includes, but is not limited to: i. Annual permit review for continuing compliance, if required. ii. Initiating the next cycle of permit applications, if required. iii. Assisting in coordination of land management of dredge placement locations. iv. Coordination with the Corps in site preparation for dredge placement of identified sites. v. Coordinate land acquisition, easements, and temporary work area easements, etc. efforts of future material placement sites and methods (in-water and landside) as requested by the Corps. vi. Assist in developing standard operating procedures or other documents as needed. vii. Coordination with legal matters associated with real property acquisition. E. Inform and coordinate with the Sponsor Ports to meet their obligations under the Interstate and Washington Ports agreements. F. Inform and coordinate with Sponsor Ports to meet their obligations under the PCA. G. Inform, coordinate, and work to maximize LERRDs (Lands, Easements, Rights of Way and Relocations) credit to minimize ongoing financial obligations of the Sponsor Ports under the PCA. H. Consultant Solicitations (i.e., environmental permitting, real estate services, other.) I. Develop solicitations in coordination with the PCT. J. Participate in review of consultant submittals and selection. K. If required, manage the contract with the consultants.
