Specifications include, but are not limited to: Work Plan: Develop a work plan, including review of Docket UE-210804. The work plan should include review and application of processes from the National Standard Practice Manual (Exhibit D), key benefits, cost issues, as appropriate. Other considerations should be clearly outlined in the work plan. A detailed project schedule should include draft rule deliverables by December 2024 and finalized rules, with a target completion date February 2025. The timeline of the rulemaking will be discussed, modified, and finalized, in coordination with AGENCY staff. Assistance to Staff on Final Cost Test Rule: Assist staff in the development Cost Test Deliverable(s). Provide analysis and describe key considerations of how a large combination utility may determine the lowest reasonable cost of decarbonization and electrification measures in integrated system plans, at the portfolio level, including analysis related to cost-effectiveness and system planning dynamics. Facilitation and Engagement: In coordination with AGENCY staff, the scope of work includes preparation, leading, and facilitation of publicly facing technical conferences leading to the Final Cost Test, where deliverables also include response to questions and documentation. Post-analysis written debriefs are included as part of this requirement. Additional Assistance: Other support includes rulemaking website content involving the Cost Test and development of comment matrixes. In collaboration with staff, respond to topics, comments, suggestions from the public, and identify areas of disagreement and possible paths forward. As part of this analysis and support assistance, ensure alignment with other work being conducted as part of the rulemaking. Reporting: • Proposal for Cost Test for Washington. • Identify other tools or documents, as appropriate, needed by large combination utilities under RCW 80.86 to apply proposed Cost Test methodology. • Summary report should include detailed list of rulemaking Cost Test deliverable(s). • In coordination with AGENCY Staff, development, review, and editing related to Cost Test and associated rulemaking deliverables.
