The Contractor shall establish district level Inclusion Champion Networks, across stages of implementation, to implement the WA state ECSE Inclusionary Practices Initiatives (State Systemic Improvement Plan (ASSIP) and Preschool Inclusion Champions (PIC), under the guidance of OSPI’s (Special Education Division within the 2024-2025 school year. Utilizing intensive technical assistance centered on inclusion, professional learning, and associated coaching efforts, the Contractor’s Positive Early Learning Experiences (PELE) Center shall support local school districts to collaborate with the Educational Service District (ESD) ECSE Implementation Specialists to increase the continuum of alternative placement options within each region creating greater access to high-quality early learning and elementary programs with strategic utilization of Evidence Based Practices (EBP), including Washington Pyramid Model (WAPM), multi-tiered systems of support (MTSS) frameworks, Implementation Science, and inclusion supports.
