COMMERCE seeks to contract with a consultant to conduct an Electrical Transmission Workforce Study and develop a data-based analysis as outlined below. The study must focus on the following job classifications in the electrical transmission industry: journey level line workers, journey level line clearance tree trimmers, and journey level substation technicians. The consultant will also attend quarterly virtual workgroup meetings, and collaborate with Commerce to complete the workforce report outlined below as directed by the legislature. As part of this work, the consultant must engage stakeholders from across Washington’s electrical transmission workforce, including labor organizations that represent workers in the trades covered by the study, state or federally recognized apprenticeship programs for the identified trades, educational institutions, training administrators, public and privately owned utilities, and relevant state agencies.
