Specifications include, but are not limited to: a. The Contractor shall provide or coordinate services under this Contract which shall prepare youth to live independently by increasing their skills, knowledge and competency in the areas listed below: (1) Educational Services, Stability, Advocacy Achievement including engagement in local alternative or public high schools or in a high school equivalency program that leads to obtaining a high school equivalency degree; (2) Post-secondary education preparation; (3) Income Maintenance including guidance and instruction in life skills such as money management, home management, consumer skills, and annual credit checks, parenting, health care and healthy living, access to community resources, and transportation and housing options; (4) Employment/Vocational Readiness and Placement, including assistance and coaching/guidance related to obtaining vocational training or higher education, job readiness, job search assistance, and placement programs; (a) Establish and maintain networks/relationships with federal agencies and state and local organizations such as the United States Department of Labor, employment and training administration programs including the job training partnership act which administers private industry councils and the job corps; vocational rehabilitation; and volunteer programs (5) Housing; (6) Daily Living Skills to include but not limited to parenting, health care and healthy living, and access to community resources; (7) Interpersonal Skills including bridging of healthy connections to community supports, biological, extended, and/or chosen family as appropriate; (8) Youth Self Advocacy and supporting youth in accessing medical, dental and mental health services. b. The Contractor shall additionally provide guidance, advocacy and community linkages to pregnant and parenting youth (mothers and fathers) with the following achievements considered as performance goals: (1) Youth are referred to supportive services available in the community; and (2) Youth receive support and advocacy.
