The City of Bellingham (“City”) is issuing this request for qualifications (RFQ) (Invitation No. 73B-2024) from consulting firms interested in providing professional design services for the Lower Padden Creek Water Quality project (EV185) project. This project will improve water quality in Lower Padden Creek through design and future installation of a bioretention system in the median of Bill McDonald Parkway. This project will provide treatment for total suspended solids, dissolved copper, and dissolved zinc. Soil assessments at approximately 50 sites and geotechnical investigations at 10 sites in the Lower Padden Creek watershed will also be conducted to prepare an infiiltration evaluation for future projects in the Padden Creek Basin.[AF1] Services, including professional engineering services, and construction engineering and/or administration, may be added/removed from the contract contingent upon funding availability and project needs. This project is funded through a Department of Ecology grant with a 15% match from the City Stormwater Fund, #430.[AF2]
