Specifications include, but are not limited to: a. Engage district stakeholders, OSPI grantees, and educator community. i. Coordinate with OER Program Manager to solicit guidance and feedback from Washington OER Hub users, Educational Service Districts (ESDs), past OER grantees, and key district partners that have an audience targeted by the Washington OER Hub. ii. Using the feedback collected from the above parties, develop a Needs Assessment Report that shares collected feedback, identifies needs, and makes recommendations for the Washington OER Hub. b. Establish engagement metrics. i. Establish metrics to measure changes in educator engagement/awareness/usage of the Washington OER Hub ii. Collect and report data on an ongoing basis that monitors changes in OER Hub resource access and usage. c. Develop and implement a communication and outreach plan. i. Establish an internal OSPI communication schedule that includes biweekly meetings with OER Program Manager, attendance at monthly OER Planning Team meetings, and initial consultation and periodic check-in with OSPI’s Communications team. ii. In consultation with OER Program Manager, the OER Planning Team, and the OSPI Communications team, develop a Communications Plan informed by the Assessment Report that includes outreach and awareness strategies such as: 1. Twitter to promote awareness about Washington developed OER 2. YouTube to create "resource highlights" that involve resource developers or implementors. 3. other strategies informed by stakeholder engagement work and professional judgment.
