Specifications include, but are not limited to: The purpose of this Request for Proposals is to solicit competitive proposals from qualified entities to assist the City in the development of the Town Center Business District Plan. Plan elements will likely include: an introduction, background and history of the District an inventory of capital facilities and services to support growth a market analysis, population and employment forecasts a vision for the District including 8 to 10 renderings of development possibilities goals and policies aimed at achieving the vision future action items to implement the District Plan polices. The successful vendor shall have experience in comprehensive planning and/or subarea planning in Washington State, including community visioning, goal, policy and action strategy development, capital, market analysis, facility planning, architectural design, and conceptual plan drawing. The District Plan shall address the items in PSRC’s VISION Consistency Tool for Regional Growth Center Plans. Some of the checklist items, such as developing design standards, may be included as future actions and not included in the District plan.
