The U.S. Army Corps of Engineers (USACE), Northwestern Division, Seattle District (CENWS) is seeking interested business sources for a construction project titled: "VA American Lake (VAAL) Campus, Phase 2B New Building 201 Outpatient Medical Facility at Tacoma, WA."
Proposed project will be a firm fixed-price construction project. Construction magnitude is estimated to be in the range of $100,000,000 and $250,000,000. 100 percent payment and performance bonds will be required.
The North American Industrial Classification Code (NAICS) for this requirement is: 236220, “Commercial and Institutional Building Construction” and the associated small business size standard is: $45.0 million in average annual receipts.
The Government intends to advertise and award Phase 2B Construction Contract with estimated construction completion by the end of calendar year 2030.
Maximum Small business participation is being sought at both the Prime and subcontracting levels. As a VA facility requirement, Veteran-owned small businesses (VOSB) and Service-Disabled Veteran Owned (SDVO) small businesses are particularly encouraged to respond to this Sources Sought for work at both the prime and subcontracting level.
The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 236220 - “Commercial and Institutional Building Construction” and the associated small business size standard is: $45.0 million in average annual receipts. Depending upon the responses associated with the business categories listed above, the solicitation will either be set-aside in one of those categories or be issued as unrestricted and open to both small and large businesses.
THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement, or any follow up information.

SUMMARY DESCRIPTION OF PROPOSED PROJECT:
Design and construct a new Phase 2B, B201 of 74,500 square feet (sf), earthwork, site utilities, communication service, stormwater best management practices (BMPs), site circulations (walkways, and portions of roadway), traffic, wayfinding, landscaping, site furnishings, temporary facilities, and incidental demolition. The work also includes procurement and installation of some equipment, systems, and furnishings.
The site infrastructure, excluding flexible payments, shall have at least a 50-year life expectancy with industry-accepted preventive maintenance and repair cycles.
The objective of this project is to design and construct a new facility to support growing ambulatory care functions at the U.S. Department of Veteran Affairs (VA) American Lake Veterans Hospital (ALVH) campus. This new outpatient facility will provide several medical functions including:
• Cardiology Service (210)
• Gastrointestinal/Endoscopy Service (287)
• Pathology and Laboratory Medicine Service (240)
• Pharmacy Service (268)
• Infusion Services
• Sterile Processing Service (285)
• Surgical/Endovascular Services (286)
• Environmental Management Services (EMS) Lockers, Lounges, Toilets, and Showers (410)
• Office of Information and Technology (OIT) (232)
American Lake campus is located south of Tacoma, Washington and provides primary care and specialty health services, including mental health services, surgical services, medical specialties, rehabilitation care, geriatrics, and more.
The Department of Veteran’s Affairs (VA) Office of Construction and Facilities Management team (DVA-CFM) and the Seattle District (NWS) US Army Corps of Engineers (USACE) team (i.e. the Government) are partnering to provide life and health safety upgrades and facilities improvements to the Puget Sound Health Care System (PSHCS) medical center Puget Sound Health Care System (PSHCS) in Tacoma, Washington. The DVA-CFM managed the development of a Project Book which includes preliminary planning information, codes and standards, existing site-specific conditions, and other relevant data and project performance goals to be used as Government Furnished Information (GFI).
Project Specific Constraints and Challenges.
Firms can visit the site located on the American Lake campus, 9600 Veterans Dr SW, Tacoma, WA 98493. Site constraints include:
- Geographically constrained campus; Surrounded by residential neighborhoods.
- Congested campus with limited parking and limited ingress/egress points for traffic circulation.
- Limited construction lay-down space.
- Construction will conform to very prescriptive constraints and criteria as established by the medical center. Complying with these constraints is expected and mandatory in performance of any contract award.
- American Lake is congested with neighboring military bases and neighboring residences.
SUBMITTAL REQUIREMENTS:
Interested firms should submit a capabilities package limited to ten (10) pages (Exclude Joint Venture and Bonding information from page count) and include the following:
1. Firm’s name, address (mailing and URL), point of contact, phone number and email address.
2. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, or 8(a) Program.
3. Three to five examples of past projects as the Prime Contractor. Contractor must provide a brief description of experience in performing similar projects for construction/installation of similar size, complexity and scope completed within the last six years. Examples should include the following information:
a. A description of the project features, customer name, timeliness of performance, size of project, and dollar value of each project.
b. Evidence of demonstrated experience with the construction of similar construction projects in function, size, and complexity.
