This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation Number W50S9D-24-R-5010 is hereby issued as a Request for Quote (RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06, Dated 29 August 2024 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20240815. It is the contractor’s responsibility to become familiar with applicable clauses and provisions. This acquisition is set aside as a total small business requirement and is under North American Industry Classification Standards (NAICS) code 493110 with a total annual revenue of less than $30,000,000.00
The government intends to award a Firm Fixed Price (FFP) contract to a qualified Small Business deemed responsive in accordance with Federal Acquisition Regulation (FAR) Part 13. Quotes must conform to all requirements outlined in this Request for Quote (RFQ) and will be evaluated based upon the Price and technical acceptability with both factors being equal. Delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive.
In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government.
Description of Requirement: To provide and install a warehouse storage system with racking in Building 430 on Fairchild AFB, WA. See below description of work and separate statement of work
- DESCRIPTION OF WORK
The contractor shall verify all dimensions, elevations, and site conditions prior to starting construction. Install a pallet rack storage system in building 430 on Fairchild Air Force Base. The storage system shall include the following:

- Storage System
- Beams
- For 6 PP sections, provide and install 54-inch beam pairs rated at 3,000 pounds (lbs) per pair. See Detail PDF for number of pairs per section and install heights.
- For 8 PP, 10 PP and 12 PP sections, provide and install 108-inch beam pairs rated at 6,000 lbs per pair. See Detail PDF for number of pairs per section and install heights.
- For 24 x XX and 40 x XX sections, provide and install beam pairs rated at 1,200 lbs per pair. The bottom beam pairs in these sections need to rest on the floor. See Detail PDF for number of pairs per section and install heights.
- Uprights
- Provide and install solid (non-bolted) 48-inch-wide, 21 foot tall uprights rated for 6 beam pairs (6,000 lbs per pair) for 6 PP, 8 PP, 10 PP and 12 PP sections.
- Provide and install solid (non-bolted) 24 and 40-inch-wide, 10 foot tall uprights rated for 6 beam pairs (1,200 lbs per pair) for 24 x XX, and 40 x XX sections.
- Carton Flow System
- Provide and install Unarco RhinoDeck (or equivalent) carton flow system under each of the 8 PP sections. Each section will have 4 levels of rollers. Each level will have 6 16-inch carton flow lanes evenly spaced with a metal tilt tray in the front (see Pallet Rack PDF and carton flow section pictures). Roller track must have a capacity of 30 lbs per linear foot.
- Provide and install beam pairs rated at 3,000 lbs per pair to install the carton flow system.
- Provide and install a data plate on one beam of the carton flow system that faces the aisle of each section with the following information:
- Manufacture’s name
- Contract # - xxxx
- Upright capacity – xxxx lbs each
- Beam capacity – xxxx lbs per pair
- Roller track capacity – xx lbs per linear foor
- Manufacture date – month/year
- PPE Issue Counter
- Proving and install 12 counters. Each counter will be 2 feet 6 inches wide, 6 feet long and 3 feet tall. Each counter will have a 30 x 72 x 1 ½ inch solid maple edge grain countertop supported by a Lista SC0750-0502FA 5 drawer SC750 cabinet (or equivalent) under one end and a bench leg support at the other end. The cabinet and bench leg support will be the standard Lista classic blue color.
- Miscellaneous
- Complete seismic analysis to determine floor anchoring requirements.
- Bolt all upright to the concrete floor according to the seismic analysis recommendations.
- Provide and install heavy duty (6-guage) waterfall pallet rack wire decking to cover the entire span of all beam sizes on all pallet racks.
- Provide and install pallet rack front-to-back support brackets to evenly support the rack wire decking for the beam rating according to manufacture recommendation on all pallet racks.
- Provide and install 6-inch spacing brackets between back-to-back pallet racks uprights according to manufacture recommendations.
- Provide and install approximately 575 feet of 3x4x3/8 inch floor mounted guard rail as shown in the floor plan. Guard rail will have a 3x4x3/8 inch vertical gusset plate approximately every 4 linear feet.
- Provide and install pallet rack shim plates under the uprights as needed to maintain a level rack system.
- Provide and install a data plate on one beam that faces the aisle of each section with the following information:
- Manufacture’s name

- Upright capacity – xxxx lbs each
- Beam capacity – xxxx lbs per pair

- B430 floor is a 6-inch, 5,000 PSI concrete slab with #4 bar 12 inches on center.

- The contractor is responsible for restoring all site areas that are disturbed by the construction activities. Repair surrounding surfaces and structures impacted by construction.

(a) The Government may extend the term of this contract by written notice to the Contractor within 60 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
