Specifications include, but are not limited to: The State of Washington Department of Children, Youth, and Families (DCYF, the Department, or the Agency) is requesting proposals from responsible Vendors to replace its legacy Statewide Automated Child Welfare Information System (SACWIS) system, FamLink, with a Comprehensive Child Welfare Information System (CCWIS). Specifically, DCYF seeks a qualified Vendor to provide: ▪ Design, Develop, and Implement (DDI) services for a CCWIS for the state of Washington. For this CCWIS Solution, DCYF prefers the Vendor leverage clouddelivered, software-as-a-service (SaaS) application components and low code application platform (LCAP) tools. ▪ Legacy Systems Decommissioning services for FamLink as well as several peripheral systems (see Appendix C: Legacy Systems to be Decommissioned), including data migration and conversion services from in-scope legacy systems to the new CCWIS Solution. ▪ Project Management services for the implementation of the solution, in collaboration with DCYF project team. ▪ The CCWIS Solution and all Solution Services for an initial period with multi-year options for extension. ▪ Maintenance and Operations (M&O) services for the implemented CCWIS Solution, for an initial period, with multi-year options for extension. The Department seeks a Vendor that possesses proven knowledge, experience, and success in performing similar work to what is required in this Request for Proposals (RFP). The selected Vendor will be expected to bring a team to provide technology expertise and innovative, efficiency-focused thinking to deliver the solution, product, and services specified within this RFP, specifically in Section 4.0 Technical Proposal.
