Specifications include, but are not limited to: The project is located within Monongalia County, West Virginia in the Osage / Morgantown, WV area near the community of Chaplin. The site consists of two (2) collapsed and draining mine portals in close proximity to Chaplin Hill Road outside of Mylan Park. Chaplin Hill Road has been repeatedly flooded out from the draining portals, leaving Acid Mine Drainage (AMD) across the road – both the flooding itself and the resulting AMD are hydroplaning hazards for the public. The purpose of this project is to make this site safe and esthetically pleasing for the public while not blocking critical road access also needed for the public. This is planned to be accomplished by removing existing AMD by the road-side, cleaning out the existing road-side channels to handle overflow, creating the necessary drainage channels for water to get to the existing road-side channels safely, digging the collapsed portals out, and installing two (2) wet mine seals. Because this is a critical 2-lane road for both coal trucks (delivering coal to a nearby power plant) and Mylan Park (which has a school and extensive recreational complex for the surrounding community), the road cannot, during the entire duration of the Work, be restricted to less than 1 lane of traffic.
