Specifications include, but are not limited to: 1. Digital Color Printing with Variable Data Text or Graphics: The Service Provider must be able to deliver high quality digital color printing. This requirement includes fresh-crisp-vivid color (samples required). In addition, the Service Provider must be able to produce all the following on site: • Full color variable data • Segmentation of graphics and data •One-on-one variable text or graphics based on individual interests • Service Provider must be able to print using digital color format Service Provider must be able to deliver print on-demand, per WVU’s request. The Service Provider must be able to test several ideas (i.e. layouts – graphics, text, etc.) in one mailing, per WVU’s specifications. For evaluation purposes, printing must include specific coding on reply cards by selected Service Provider to accommodate different ideas. The Service Provider must be able to provide unlimited variable data personalization and combined variable color graphics. Content is customized toward individuals receiving the mailing. The Service Provider must be able to edit documents up to the final WVU approval to accommodate last-minute changes. The Service Provider will be required to print, label, compile and package all items included in this Proposal. 2. Offset Print Available The Service Provider must be able to offer offset printing and handle all the details up to samples for final sign off and University’s approval. The Service Provider must handle all the details to produce projects on time and check graphics to assure it will conform to all the postal rules to obtain the best postal rates. 3. Storage of WVU Admissions Materials The Service Provider must be able to warehouse and inventory all WVU printed materials on site at no charge to WVU. The Service Provider must provide an updated and accurate electronic inventory of on-site materials on a weekly basis and as requested by WVU. The Service Provider must destroy all excess inventories at no charge to WVU. The inventory sheet must only include the current inventory and must be updated as materials are used and/or purged. The Service Provider is responsible for climate control in respect to humidity and water type of damage. The Service Provider must contact the Office of Admissions when quantities reach 20% of original supply. 4. Envelopes The Service Provider must manage all details to supply camera-ready files for envelope production, assuring all postal regulations and WVU needs are met. This responsibility includes guiding WVU to the correct envelope for each project and the method of postage (e.g. indicia vs. meter) to ensure the best postage discounts. The Service Provider must be able to accommodate new postal regulations for any flat-sized envelope. 5. Graphics Available The Service Provider must employ graphics specialists on site to design and set up any requested project and make changes as necessary. The Service Provider must also be able to manipulate any graphics provided by WVU, as well as create artwork for new mail pieces. The Service Provider must be able to accommodate graphics, which include but are not limited to, the following formats: PDF, In Design, TIFF, JPEG and Illustrator, at a minimum of 300 dots per inch. Graphics specialists will communicate directly with representatives from the WVU Office of Admissions. Designers must be able to supply artwork within five (5) business days of initial project discussion, unless otherwise specified by the WVU Office of Admissions. 6. Customer Service The Service Provider must handle all the details of production and provide immediate solutions to any production problems that arise. The Service Provider must assign a minimum of two people to WVU’s account for all projects. WVU personnel will also need to be able to speak directly to programmers or graphic staff whenever necessary. The Service Provider must be able to provide immediate service, not voicemail. Any unforeseen delay must be immediately communicated to WVU. 7. Intelligent Barcode/ACS Service The Service Provider must currently use ACS (Address Change Service) and intelligent bar coding (samples and references required). The Service Provider must be able to assist and handle the details of the ACS set-up. In addition, the Service Provider must retrieve updated return addresses on the US Postal Services’ website for WVU on a weekly basis.
