1. PURPOSE AND SCOPE: The West Virginia State Police Purchasing Division is soliciting bids to establish an open-end contract for an Employee Assistance Program for the employees (approximately 1100) of the West Virginia State Police, both sworn and civilian. 3. GENERAL REQUIREMENTS: 3.1 Contract Items and Mandatory Requirements: Vendor shall provide Agency with the Contract Items listed below on an open-end and continuing basis. Contract Items must meet or exceed the mandatory requirements as shown below. 3.1.1 Contract Item #1 - Employee Assistance Program 3.1.1.1 Contract Item #1 must be able to provide face to face counseling services to employees of the West Virginia State Police. Services must be provided as follows: 3.1.1.2 Must provide Annual mental health counseling evaluation for all uniformed members. 3.1.1.3 Must provide Critical incident referrals for counseling for up to six (6) sessions; more if recommended by counseling provider. 3.1.1.4 Must provide Bi-annual mental health counseling for employees of the WVSP Forensic Lab, Crimes Against Children Unit, Digital Forensic Unit, Crime Scene Response Team and Telecommunicators. 3.1.1.5 Must allow Employees and their immediate families may participate in up to three (3) sessions. At that point, if longer term counseling is required, referrals are made and those can be billed though the employee's insurance. 3.1.1.6 Issues covered through an Employee Assistance Program include but are not limited to: 3.1.1.6.1 Stress / Depression 3.1.1.6.2 Relationship Issues 3.1.1.6.3 Anxiety 3.1.1.6.4 Anger Management 3.1.1.6.5 Grief / Loss 3.1.1.6.6 Mental Wellness 3.1.1.6.7 Alcohol Abuse 3.1.1.6.8 Financial Worries 3.1.1.6.9 Workplace Concerns 3.1.1.6.10 Fitness for Duty / Return to Duty 3.1.1.7 Vendor shall partner with WVSP for annual in-service training to educate members on the entirety of available services. 3.1.1.8 Vendors shall provide specialized services related to: 3.1.1.8.1 Critical Incident Debriefing 3.1.1.8.2 SHIFT (Supporting Heroes in Mental Health Foundation Training or equivalent) will be weighted accordingly. 3.1.1.9 Employee shall contact the vendor direct without notifying employer. Vendor does not report to employer about who accesses the program.
