Specifications include, but are not limited to: A contract for the Highway Pollinator Mitigation Site Development and Maintenance Initiative for the West Virginia Division of Highways (WVDOH) Technical Support Division, National Environmental Policy Act (NEPA) Compliance and Permitting Section. The awarded contractor will develop and maintain native wildflower plots at designated areas along West Virginia highways as well as establish educational native pollinator gardens at rest areas and welcome centers statewide. The WVDOH pollinator mitigation initiative is a Section 7(a)(1) Program developed in collaboration with the United States Fish and Wildlife Service (USFWS), West Virginia Field Office (WVFO), and the Federal Highway Administration (FHWA); and in partnership with the West Virginia University's (WVU) Extension Services, and the West Virginia Parkways Authority (WVPA) for the strategic and proactive recovery of native pollinators. The Highway Pollinator Mitigation Site Development and Maintenance Initiative will provide food sources and year-round nesting habitat for native pollinators, including threatened and/or endangered species, such as the rusty patched bumblebee, monarch butterfly, and frosted elfin butterfly, per the attached documentation.
