Specifications include, but are not limited to: The City of Milwaukee Department of Neighborhood Services contracts for the razing and removal of various types of buildings. On an annual basis, based on past experience, DNS contracts for the demolition and/or deconstruction of approximately 60 single family dwellings, 80 two family dwellings, 10 multifamily dwellings, 10 mixed-use buildings and 15 commercial buildings. Prior to the advertising for bids for the demolition or deconstruction of structures, it must first be ascertained if asbestos and/or other hazardous materials requiring special removal techniques are present in each building. Proposals are being solicited from qualified firms to perform site inspections of each property. The site inspection will entail inspecting both the interior and exterior of each property for asbestos, solid hazardous wastes and stored hazardous materials, and supplying the City of Milwaukee with a written report indicating the presence of asbestos and/or other hazardous materials, their type, location and accurate square and/or linear footage. The site inspection will include, when requested by the City, testing painted concrete and masonry surfaces for the presence of lead and supplying the City of Milwaukee with a written report indicating the quantity, location and accurate square footages. Cost estimates for removing any confirmed asbestos containing material, lead impacted areas and/or other hazardous material shall be provided separately from each type-written or electronically submitted report. The successful proposer may be asked to provide asbestos and/or universal/hazardous materials abatement services on an incidental, as-needed basis. The costs for these services will be negotiated per each request. The successful proposer will be awarded a 12-month contract. The contract may be extended for four additional 12-month periods at the option of the Department. If the contract should be renewed after its initial one-year term, the rate of payment shall be increased effective the first day on any such renewal term in the ratio that the Milwaukee Consumer Price Index has changed from the initial date of the contract or from the date of the last rate adjustment.
