The Birth to Three Program provides key early intervention services including speech therapy, physical therapy, occupational therapy, and special education services which are required by all Wisconsin Counties. Birth to Three is an early intervention special education program for children under the age of 3 who have delays or disabilities. Walworth County is interested in identifying the costs associated with adding services to the existing county-employed team and the vendors that can support the existing employed service providers and/or vendors that can assume total responsibility for those services. Walworth County’s Birth to Three caseload consists of approximately 150 cases at any given time. This number includes approximately 70 cases receiving speech therapy, 25 cases receiving occupational therapy, and 35 receiving physical therapy. Therapists typically provide services in-home, so travel time must be considered. Cases are seen between 2 and four times per month for 45 minutes per session.
