The Owner's Representative (OR) participating in a neutral host cellular network RFP process and installation plays a pivotal role in bridging the gap between the technical and strategic aspects of the project. The OR combines deep technical expertise in cellular networks with strong project management skills to ensure that the installation meets UW–Madison's goals and supports multiple carriers effectively. They are responsible for coordinating between various stakeholders, working as a member of the UW–Madison's project team, and advocating for the owner's interests while balancing the needs of different carriers. The OR ensures quality assurance throughout the project, from RFP creation, to vendor selection and contract negotiation to installation oversight and post-installation support, ensuring that the network is both technically sound and aligned with long-term objectives
