Specifications include, but are not limited to: A. Service During Construction and Pre-Opening It is anticipated that the Woodman’s Center construction will be substantially complete in May 2025 with occupancy in July 2025. Proposers should specify and describe in detail how they propose to offer their services and desired compensation for the following services during a term beginning April 1, 2024, and ending at the end of June, 2025 or upon substantial completion and opening of the Woodman’s Center. 1. Sales and Marketing: In collaboration with the Janesville Area Convention and Visitors Bureau staff schedule and book sports tournaments and other events in advance of facility opening. Proposers should describe how they will develop and implement systems to identify and market events and tournaments. 2. Accounting and Financial Controls: Proposers should describe any accounting systems, facility registration, and facility scheduling software to be used. Describe how City will have access to the system including all vendor, financial and operating records for the facility. 3. Operation Plan Advancement: Assist with finalization of facility fees and first year budget. Assist with managing facility scheduling, reservations, contract management and coordination/implementation of in-house instructional programming and/or leagues. Proposers should describe their plan for annual budgeting, fees and charges, facility scheduling and rentals as it relates to user groups and general public use, establishment of facility policy and procedures, maintenance plans and concession/catering operations and establishment of in-house programming and/or league management. 4. Personnel Staffing and Policies: Provide proposed staffing plan for facility. Include plans for recruitment, hiring, training and supervision of all employees at the Woodman’s Center. Proposers will develop job descriptions and coordinate initial staff hiring and training. Proposers will develop personnel policies and procedures. 5. Insurance: Proposers should describe insurance to be put in place during management of the Woodman’s Center, including general liability, workers ompensation, property, and automobile liability insurance. Policies to include the City as additionally insured.
