The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, certifications, and other services for delivery the beds. The beds will be utilized for patient care at the Cheyenne VA Medical Center located at 2360 East Pershing Blvd., Cheyenne WY 82001. **The deadline for all questions is 3:00pm MST, September 22nd, 2023. All questions must be submitted in writing no later than the question cut-off date marked above. All questions will be answered officially through an amendment to the solicitation. The ICU and Surgical services need to replace their current hospital beds for Veteran patient care due to the equipment reaching end of life status. * Freight, handling, etc. shall be added to the price of CLIN 0001 and not be its own line item * Cut sheets and specification sheets proving the offered product meets all testing specifications and salient characteristics shall be included with the quote * Quotes shall annotate the expected date of delivery to the specified location * Quotes shall be accompanied by an authorized distributor letter from the manufacturer of the items being offered * Failure to meet the salient characteristics below with result in the offeror s quote not being considered for award Salient Characteristics: (16) MedSurg Inpatient beds with 3 bed extensions and 3 specialty mattress pumps The following requirements are essential: Shall have a minimum weight capacity of 550 lbs. Shall have powered foot and head risers Shall have mattresses that are capable of being converted to a specialty mattress with addition of pump, not an overlay system. Mattress shall be a gel-type surface Shall have a low position of 11.5 for MedSurg Shall be capable of extending foot of bed by 12 . The extension ability shall be integrated within the frame with no additional equipment related to the frame of the bed required. Extension shall only require an addition of padding or mattress to facilitate extension. Shall be equipped with pendants for all beds Shall be equipped with adaptive bed exit alarm that has three zones with three levels of sensitivity. The alarm shall be capable of decreasing sensitivity on a particular section if the correlating siderail is fully upright. Additionally, the alarm should be a higher sensitivity in zones where the siderail is down (not impeding the exit of the bed). The alarm shall have a visual component such as a light that indicates if the alarm is armed or unarmed that can be seen from 15-20 feet. The alarm shall also have a prompt to re-arm the alarm once weight is sensed on the mattress with a light indicator with different colors. Alarm shall also have the ability to be viewed wirelessly from another location. Shall be equipped with a scale that is capable of weighing in any position and the ability to add and remove equipment while bed is occupied Shall be equipped with a foot control that has a visual notification for bed alarms Shall be equipped with Wi-Fi ability for future integration of technology Shall have a minimum of 1-year parts and labor warranty. Preferred 3-year parts and labor warranty. Shall have 4 independent side rails. Additionally, the side rails shall be capable of being monitored remotely via wireless connection. Shall have nurse call light integration Auxiliary power shall be present All beds shall be equipped with mattresses with above requirements All beds shall have functional locking brakes All beds shall have hospital grade plugs All beds shall have IV polls Shall have USB power source on at least on side rail Oxygen tank storage shall be present for transportation A steering mode shall be present for all beds Shall include comprehensive 5-day training package for clinical staff Shall provide a quick reference tool for staff to trouble shoot common errors/issues. Shall provide a minimum of 1 year customer service support. Shall be equipped with bed scales that maintain minimum accuracy within 1/150lb. Shall collaborate with Biomed and nursing for periodic firmware and software updates. Shall provide technical service training for local biomedical engineers. (6) ICU beds The following requirements are essential: Shall have a minimum weight capacity of 550 lbs. Shall have powered foot and head risers Shall have mattresses that is capable of turn assist and pulmonary therapy with automated turns. Mattress shall be a gel type surface Shall have a low position of 14 for ICU Shall be capable of extending foot of bed by 12 . The extension ability shall be integrated within the frame with no additional equipment related to the frame of the bed required. Extension shall only require an addition of padding or mattress to facilitate extension. Motorized drive assist shall be present on ICU beds Shall be equipped with pendants on all beds Shall be equipped with adaptive bed exit alarm that has three zones with three levels of sensitivity. Scope of Work: Delivery: The contractor will make delivery of the beds and equipment F.O.B. destination point. Delivery shall be coordinated with the Cheyenne VAMC POC to ensure proper placement. Upon delivery, the COR shall inspect the equipment for acceptance and will confirm with the contractor representative onsite has been received and accepted prior to contractor departure from site. If equipment is damaged or unacceptable for use, the equipment will be returned to the contractor for replacement at no additional cost to the government. Training: The Contractor must be able to provide two types of training for VA staff as specified below: Clinical staff Must provide operations training (total of 5 days) in order to ensure all staff with access to the beds are able to properly operate the beds and troubleshoot simple issues. Quick reference tool/card should be available for staff to troubleshoot common errors/issues. Biomedical staff Must provide a training (number of days to be determined) for all biomedical engineers for the facility for maintenance and technical service training Warranty: The contractor will warrant and apply that the equipment will be fit and sufficient for the purpose intended as set forth in user manuals, merchantable, of good quality and free from defects in materials or workmanship, for a period covered by this lease. The contractor will warrant that it has good title to the equipment supplied and that the equipment is free and clear from all liens and encumbrances. If the equipment proves to be non-conforming with this warranty within such warranty periods, the Cheyenne VAMC may return such equipment to the contractor for repair or replacement of the non-conforming or defective equipment. Repair or replacement of non-conforming or defective equipment shall be the contractor's obligation. The contractor will be responsible for costs associated with the return of non-conforming or defective equipment. A minimum of one year of customer service support should be available in case staff are unable to resolve an issue with the equipment provided by the contractor. A minimum of one-year parts and labor warranty although 3-year warranty is preferred. Updates: The contractor should be prepared to collaborate with Biomedical department at the facility for future firmware and software updates as needed. Pershing Blvd., Cheyenne, WY 82001 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. Offeror shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. Any award made as a result of this solicitation will be made on an All or Nothing Basis. State if quoted items are available and priced through offerors existing Government-wide Acquisition Contract (GWAC), GSA Multiple Award Schedule (MAS) contract, or VA-wide Acquisition Contract.
