The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461325Q0005, as a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures. This Combined Synopsis/Solicitation for commercial products is prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, and further written solicitation will not be issued.
The Government intends to award a single Firm Fixed-Price (FFP) commercial award. This solicitation will be solicited as a 100% Small Business Set-Aside on Sam.gov. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-07 published 29 August 2024, Defense Federal Acquisition Regulation Supplement (DFARS) published 25 November 2024, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) DAFAC 2024-1016 effective 16 October 2024.
Instructions to Offeror(s):
The Contractor shall submit a written quote before or on the due date and time stated in this solicitation. The responses and quotes must be complete, self-sufficient, and respond directly to the requirements of the solicitation. It shall demonstrate the ability to provide the required products in accordance with this solicitation.

II. SAM Registration:
Offeror shall be registered in SAM.gov in accordance with FAR 4.1102, a shall not have any active exclusions in the past three years. Offerors must ensure their company is registered with SAM at the time of quote submission or at the time time quotes are due. IV. Quote(s) Due:
Submit quotes to this RFQ no later than 10:00 am MST, Monday, 30 December 2024 and must be valid until at least 1 February 2025. Please submit quotes via email to the Contract Specialist, Erika Farms, at erika.farms.1@us.af.mil and the Contracting Officer, Patrick Enriquez, at patrick.enriquez.4@us.af.mil. Late quotes shall not be accepted once the solicitation has ended.
Note: All quotes shall include tax paid embedded into the CLIN and should not be listed as a separate line item, IAW FAR 52.212-4(k).
V. Required Document(s) for Quote Submission:
a. Offeror(s) shall fill out and submit RFQ FA461325Q0005 as part of the quote. (Any clauses already completed in SAM.gov, such as FAR 52.212- 3, do not need to be filled out again).
b. Offeror(s) shall complete Attachment 02 - Salient Characteristics and include it in their submission.
Non-manufacturer Rule:
This requirement must abide by the Non-manufacturer Rule per the Small Business Administration
To qualify as a small business concern for set-aside or sole-source supply contracts, the small business must either:
- Manufacture the product itself
- Supply a product manufactured by another small business, if it is a nonmanufacturer
- Supply the product of any sized manufacturer if SBA has granted a waiver to the nonmanufacturer rule
This includes contracts for small businesses certified as service-disabled veteran-owned, women-owned, economically disadvantaged women-owned, HUBZone, and 8(a).
A business may qualify as a nonmanufacturer if it:
- Does not exceed the 500 employee alternative size standard for nonmanufacturers
- Is primarily engaged in the retail or wholesale trade and normally sells the type of products being supplied
- Takes ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice
- Supplies the end products of a small business manufacturer or processor made in the United States, or obtains a waiver of such requirement
