Purchase Description: Camera Mobile Surveillance Unit
This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation will be posted to the SAM.gov website as a 100% small business set aside.
The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461324Q1037, as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 334220, with a small business standard of 1,250 employees.
The Government intends to award a Firm Fixed-Price contract. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation FAC Number 2024-05 effective 22 May 2024, Defense Federal Acquisition Regulation Supplement Change Number DFARS Change 04/25/2024 and Department of the Air Force Federal Acquisition Regulation Supplement Change Number DAFAC 2023-0707 effective 7/7/2023.
DESCRIPTION:
Camera Mobile Surveillance Unit
Must have the following characteristics, but not limited to:
- Video capability.
- Edge recording with 2 TB storage minimum.
- Shore Power or Solar Options. Must have solar arrays (or equivalent) tilts from horizontal to near 90-degrees for optimal charging.
- Troubleshooting capabilities/accessible diagnostics that may be rectified by anyone, not only owning company-certified technicians (in order to be locally sustainable long-term).
- Video analytics.
- The system must be mobile and be able to be towed to and from locations.
- Must be able to trek through mild terrain.
- Must have round, full wheel fenders bolted to the trailer frame.
- Batteries/wires housed in a secure/tamper-resistant box or cover.
- Must have a tower/pole for mounting cameras atop, minimum height of 10-feet to provide appropriate range/scope of coverage.
- Mechanism outfitted to enable raising/lowering of tower/pole for transit, and operation.
- Must have fixed low-light (day & night) cameras (i.e., night vision), as well as LED white-lights to illuminate field of range in.
- ILLUMINATION WILL BE BOTH MOTION TRIGGER AND USER ACTION.
- Must be capable of maintaining at least 7-days of non-stop recording.
- Each unit must provide a 360-degree visual coverage from where it is staged. Whether this is achieved through 4 individual camera systems on a platform strategically facing 4 separate 90-degree angles, 2 individual cameras 2 capable of wide-lens coverage of 180-degrees on either side, or one single camera capable of providing a 360-degree angle that does not hinder counter-surveillance operability.
- MUST HAVE MOTION DETECTION CAPABILITIES. OPTIONAL - FOR THE SYSTEM TO BE ABLE TO DIFFERENTIATE BETWEEN WILDLIFE, PERSONNEL, AND MOTORIZED VEHICLE WHEN IT IS BREECHING THE INSTALLATION PERIMETER.
- MUST BE ABLE TO WITHSTAND WEATHER SUCH AS -20°, SNOW/HAIL/RAIN, AND 40+ MPH WINDS
- Needs to be compatible with a data storage device (i.e., SD Card, Flash Drive, CD Disk, the stock camera/system, etc.) in order to retrieve footage POST-incident.
- DATA WILL BE STORED LOCALLY ONLY, NO CLOUD STORAGE.
- MUST HAVE 1 YEAR WARRANTY/MAINTENANCE AND 2 OPTION YEARS WITH 24/7 TECH SUPPORT WITH 24HR RESPONSE TIME WITHIN THE WARRANTY
- Must have the capability to provide a live-feed from the system to a receiver (such as a DVR). Intent is to have live-feed footage from the surveillance system to the Base Defense Operations Center (BDOC), whether through a RF/WiFi signal, or direct line. A Verizon certified system (4G LTE) would be the best option for this instance due to current plans already in-place within the 90 SFG.

APPLICABLE CLAUSES AND PROVISIONS:
FAR 52.212-1 (Instructions to Offerors - Commercial Items) (SEP 2023)
- Any inconsistency between FAR Provision 52.212-1 and the Addendum to FAR 52.212-1 shall be solved by giving precedence to the Addendum to FAR 52.212-1.
- After receipt of quotes, the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.
- The term “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order.
- The Government will consider all quotes that are timely received and may consider late quotes. Failure of a quote to address any items required in the submission package may make a quote nonresponsive and unacceptable.
- Paragraph (b) of FAR Provision 52.212-1, Submission of Offers, is amended as follows:

FAR 52.212-2: Evaluation - Commercial Items (NOV 2021)
FAR 52.212-2 is hereby tailored as follows:
- The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
- Technical capability/acceptance – The Government will evaluate the vendor’s Technical Quote to determine whether the proposed solution provides a clear understanding of the requirement and the solution accomplishes/satisfies the desired results/objectives of the requirement. Technical data/documents as required and listed above (FAR 52.212-1) shall be evaluated. Technical acceptability will be determined on an Acceptable/Unacceptable basis.
- Price – No additional information from the offeror will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obtain information from the offeror to the extent required to determine the reasonableness of the offered prices. The Government may determine that an offer is unacceptable if the breakdown of prices are significantly unbalanced.
- The Government will evaluate quotes in accordance with the following evaluation criteria. The Government will evaluate quotes for acceptability, but will not rank the quotes by the non-price factors. If the Government received fewer than three (3) quotes, all quotes will be evaluated for Technical Acceptability. If the Government receives three (3) or more quotes, the Government will only select the three (3) lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if it is in the Government’s best interest to do so.

- A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specifies in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
