HYDORMULCH AND ORGANIC TACKIFIER
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The BLM contemplates issuing a firm-fixed price contract.

This requirement is for a 100% wood fiber hydromulch and organic tackifier (supplies only) to support the BLM-WY Pinedale Field Office. See the Attachments for the specifications. Offer must meet or exceed specifications.

Deliverables will be accepted based on the ability to meet specifications.
Basic Contracting Requirements:
1. Active Registration - www.sam.gov.
2. Compliance with Section 889 clauses.
3. Invoicing and Payment - www.ipp.gov - 30 day prompt pay after delivery. We can accept and pay invoices.
4. FAR Part 12 - Commercial Item
5. FAR Part 13 - Simplified Acquisition Procedures
6. Total Small Business Set-Aside for NAICS 115112
7. Evaluation Criteria provided in FAR clause 52.212-2.
Minimum Requirements for Responsive Quote:
1. Filled in and signed SF1449 (first pages of solicitation).
2. Quote valid for 60 days.

- Please email with any questions you have, prior to the closing date, with enough time to research an answer.
- Email your signed quote package to: jhull@blm.gov, with the title and solicitation number in the subject line, no later than the closing date. Include your Unique Entity Identifier (UEI) number on your quote.
