CONTRACTOR FURNISHED ITEMS
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and incidental services necessary.
Quality Control Plan
The Contractor shall establish and maintain a Quality Control Program to ensure the requirements of the contract are achieved. One copy of the Contractor's Quality Control Plan shall be provided to the Contracting Officer prior to the start of contract work.
TASKS/CRITICAL SUBSTASKS AND STANDARDS
Task 1: Lop and pile 100% of Salt Cedar within the designated 8 acre unit.
Standard/AQL: Cut 100% of Salt Cedar within 8 acres of the FOAL Solar Well Project Area. Salt Cedar would be cut to 3-5 inches above ground level. Cut material will be piled in designated areas that will be delineated by flagging within the project area. No cut material will be scattered/piled on roadways. Work quality will focus on the removal of Salt Cedar cut to 3-5 inches above ground. Pictures and maps of project area are attached to show the project area
Unless presenting a safety hazard to workers No aspen, or any native live trees will be cut.
Task 2: Spray salt cedar stumps with Element within the designated 8-acre unit.
Standard/AQL: After salt cedars have been cut, the salt cedar stumps will be sprayed with Element 4 and Basal Bark Oil (1 part Element 4 + 3 parts Basal Bark Oil) within the designated 8 acre unit. Work quality inspection will focus on the herbicide spraying of all Salt Cedar stumps.
Task 3: Communication will be in English both written and verbal.
Standard/AQL: While production work is being completed verbal communications will be completed at a minimum every third day to the Contracting Officer Representative (COR) or Project Inspector (PI)
SPECIFICATIONS
All unit boundaries are marked with either flagging or tree marking paint.
Work to be completed using hand equipment (chainsaw). Support from small equipment such as a 4- wheeler or side by side UTV to facilitate equipment (chainsaw) or fuel movement as well as medical incidents is also allowed but travel is restricted to existing roads and trails. No heavy equipment use will be permitted.
Work shall be started no earlier than October 1, 2024, and shall be completed no later than November 15, 2024, to complete Task 1 and 2 of the cutting of salt cedar and spraying salt cedar stumps with herbicide within the project area.
Work to be completed using hand equipment (chainsaw). No heavy equipment use will be permitted.
All Machinery/saws shall be equipped with approved spark arrestors.
Work shall be stopped if road conditions become poor due to excessive moisture (mud/rain/snow). The government will monitor road conditions and keep the contractor informed.
L.1 TECHNICAL PROPOSAL CONTENTS
QUALIFICATIONS AND EXPERIENCE OF KEY PERSONNEL: Offerors shall submit a one-page resume of all key personnel proposed for this contract.
PAST PERFORMANCE: Offerors shall submit a list of clients for past and present similar projects covering the past three (3) years. Provide: contact name, address, phone number, fax number, e-mail address. The Government will survey these clients to obtain past performance information (quality, timeliness, cost control, business relationships) related to Offeror's current and past work.
TIMELINESS: Offerors shall submit their work schedule for this project.
