Specifications include, but are not limited to: (a) Replacement of deteriorating/failing infrastructure. (b) Integration of energy efficiency practices into all aspects of day-to-day operations, from capital construction specifications to staff behaviors, to ensure economic and environmental sustainability. The City encourages proposal submissions that 1) enhance the efficiency of City projects and ongoing operations, and/or 2) consider all energy types, including traditional and renewable sources. Upon selection of the firm for this project the City of Laramie and the selected team/firm will negotiate a detailed scope of work to be attached to the sample professional services agreement and construction document. (Attachments “A” and “B”). The scope of work, at minimum, will include: A. Coordination/provision of all engineering services required for the replacement of the RTU, its necessary components, and controls. Engineering services shall include the exploration and implementation of energy savings applications for the replacement RTU. B. Submittal of construction documents, payment of plan review and permit fees to the authority having jurisdiction. C. Construction services shall include all aspects of construction management, verifying all dimensions and specifications of existing conditions and appurtenances as related to the new RTU and its installation, management of all sub-contractors, safety management of the construction crews and site, the removal and disposal of the existing RTU, acquisition and installation of the new RTU, implementation of energy saving appurtenances and applications, coordination/provision of controls to replace existing controls ensuring integration with the City’s current controls program, and all plumbing, electrical, or structural work required to complete the project. D. Startup, balancing and full commissioning of the new RTU ensuring that the RTU is functioning as designed and that energy saving applications are functioning and operating as anticipated.
