The purpose of the study is to design a simple master plan for approximately 77.5 acres of BP Amocoowned property adjacent to the Three Crowns Golf Course in the City of Casper, Wyoming, commonly known as the Platte River Commons (Attachment A). Approximately 49.2 acres is currently available for development, with the remaining property projected to be available for development in 2027. The study will also estimate visitors and the potential economic impacts of additional sports and recreation focused development within the study area. Along with evaluating existing water, sewer, gas, electric, telecommunications, and transportation infrastructure, the plan will provide multiple layouts and illustrative plans with corresponding cost estimates, as well as identify potential funding strategies.
