Contractor shall: • Perform professional engineering and environmental consulting services to the City of Rawlins to finalize the list of sites to be assessed based on need and financial availability/grant capacity; • Conduct multiple Phase I and Phase II Environmental Site Assessments (Phase I ESAs, Phase II ESAs) at various locations throughout the City of Rawlins; • Perform certain cleanup planning activities at sites in accordance with ASTM standards, Voluntary Remediation Program (VRP) Statuses and Fact Sheets, United States Environmental Protection Agency (EPA) guidelines and statutes, assessment grant guidelines and cooperative agreement requirements, and any other associated guidance; • Assist the City of Rawlins with public meeting and outreach activities as determined by the City of Rawlins; • Provide appropriate invoicing and sub-contracting/contractor management, and • Other activities as necessary to accomplish project goals and grant requirements.
