Specifications include, but are not limited to: The City of Rawlins, a Wyoming Municipal Corporation (“City”), is hereby soliciting sealed proposals for the purpose of selecting qualified firm(s) to provide civil engineering and professional consulting services for the Sage Creek Spring Box Replacement Project. The City of Rawlins spring box collection system in the Sage Creek Basin is made up of two tributaries. Sage Creek above Rawlins Reservoir has approximately sixteen (16) spring and junction vaults that need replacement. The second tributary, Beaver Creek, is not the focus of this project. In 2022 the City of Rawlins replaced ten thousand (10,000) LF of pipeline from the Sage Creek Springs to the main collection vault below the reservoir. The pipeline project connected to the existing spring boxes and included the addition of a junction box. However, the intent of this project is to replace the spring boxes and junction boxes on the new ten thousand (10,000) LF pipeline. This work covers Project # 20236 – Sage Creek Box Replacements. All work is within Carbon County, Wyoming, and more specifically the Sage Creek Basin. 1. Complete survey including site topographic, existing utilities, and boundary survey necessary for completion of the detailed final design. 2. Preliminary and final design, to include working with City ROW, landowners, and stakeholders impacted by the project. City staff including the water superintendent will coordinate local input and direct engineers to incorporate input into pipeline design. 3. Preliminary and final design. Consultant Design Engineer will prepare detailed drawings and specs using Wyoming Public Works Standards, 2015 version, sufficient to obtain a DEQ Permit to Construct. 4. Consultant will guide the city and submit documentation for all eight (8) stakeholders for the environmental notification and clearance process to obtain a categorical exclusion. Impacts will be reduced where necessary to ensure a cat-ex finding. 5. The City of Rawlins design standards will also apply.
