The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills, and capability to perform the work concerning the potential project described below. Responses to this sources-sought announcement will be used by the Government to make appropriate acquisition decisions for this project.

Project Location and Description:
The USACE Omaha District is assisting the Air Force Sentinel Systems Directorate in completing environmental requirements associated with ongoing planning, design, and construction efforts for Sentinel to include up to 600 miles of utility corridors (both existing and newly proposed) and up to 36 MAFs and/or LFs. The 600 miles of utility corridors represents approximately 7,300 acres of biological and 9,100 acres of cultural field survey.
This upcoming solicitation will require the contractor to provide the Government with a completed environmental permitting and compliance tasks required to prepare for real estate acquisition in the missile fields at Francis E. (F.E.) Warren Air Force Base (AFB) and to advance the construction of Sentinel utility corridors and facilities needed to complete the Operational Weapon System Article (OWSA) milestone for the Sentinel program.
Project Period of Performance: 365 calendar days from NTP.
Submission Details:
All interested, capable, qualified (under NAICS code 541330) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in NEPA design projects of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required.
Please include the following information in your response/narrative:
- Company name, address, and point of contact, with phone number and email address.
- CAGE Code and / Unique Entity ID number.
- Business size to include any official teaming arrangements as a partnership or joint venture.
- Details of similar projects and state whether you were the Prime or Subcontractor
- Start and end dates of AE design services in support of NEPA projects.
- Project references (including owner with phone number and email address).
- Project cost, terms, and complexity of job.
Responses will be shared with Government personnel and the project management team on a need-to-know basis, but otherwise will be held in strict confidence.
