Amend Section L.1, 452.215-71 Instructions for the Preparation of Technical And Business Proposals to add (a) (5) Offer submission instructions: Offers shall be emailed to timothy.andersh@usda.gov. It is the contractor's responsibility to ensure the email, with applicable documents, due to document size, is delivered and received by the due date/time. Large files may have to be separated into multiple emails.
