Project Name: Snowcoach Noise Testing Services for Yellowstone National Park
Estimated Period of Performance: January 2024
Project Description: The National Park Service is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support snowcoach testing services for Yellowstone National Park. The NPS seeks services and facilities to test snowcoach noise emissions for the 2023-2024 winter season using the SAE J1161 test procedure. Many concession contract holders are required to meet the Enhanced Best Available Technology (E-BAT) standard of 71 dBA.
Unlike snowmobiles, snowcoaches are generally 'custom' or 'one-off builds' that all differ from each other and therefore are unable to be either tested at the model or manufacturer levels. For this reason, individual snowcoaches must be tested and certified for air and noise emissions (BAT/E-BAT) as part of both regulatory and contractual requirement.
The NPS requires a test track with the following conditions for the SAE J1161 test procedure(s):
-Multiple test tracks of at least 150 feet in length with additional length on both ends of the test track to allow a snowcoach to accelerate to 25 mph before entering the test track. This length is approximately an additional 1,000 feet at both ends of the test area for a total length of 2,150 feet. The test area should utilize the entire width available with a minimum width of 10 feet for one test track and a maximum of 150 feet to accommodate multiple test tracks.
-The surface of the test track must be covered with a maximum of 7.5 cm (3 in) of loose snow over a base consisting of at least 5 cm (2 in) of snow sufficiently compacted to support the snowcoach without penetration.
-No trees, vehicles, or large sound reflecting surfaces (including berms) may be located within 30.4 meters (100 ft) of either the vehicle path or the microphone.
-The testing must occur within 150 miles from snowcoach businesses (located in Gardiner MT, West Yellowstone MT, and Jackson, WY).

If your organization has the potential capacity to perform these contract services, please provide the following information:
1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization. Include your firm's name, UEI Number, CAGE Code, and socioeconomic group information in submissions responding to this notice; and
2) Detailed description of capability addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
