RAWLINS CAMPGROUND VAULT PUMPING
The intention of this solicitation is to obtain vault pumping services for the Rawlins Field Office Recreation Sites for 1 base year with 4 option years according to these specifications.
-Contractor shall provide all labor, supplies, supervision, materials, equipment, mileage, and transportation necessary to provide cleaning and pumping of vault type toilets and dispose of the waste in a designated disposal area off Government property as per pumping procedures and disposal procedures in accordance with these specifications and all state and local law. A full time employee of the Prime Contractor must be onsite during the vault pumping operation every time at each site.

- Teton Reservoir Recreation Site- 2 Double Units
- Continental Divide Campground- 1 Double Unit
Pumping Procedures
- All liquid and solid waste will be removed from each vault whether by pumping or other approved methods.
- The work will include washdown of the vaults and cleanup any incidental to the pumping operation.
- All toilet vaults pumped shall be left in a clean condition.
- Any debris generated during the cleaning and pumping process will be thoroughly cleaned, and all debris will be promptly removed by the contractor.
- Add disinfectant to vaults for any unpleasant odors.
Disposal Procedures
Contractor equipment specifications
- Septic Tank Truck or equal with clean water storage and the capability to spray in order to clean the vault and clean and disinfect any residue created by the vault pumping operation: Minimum capacity of 1,000 gallons
- Vacuum pump
- Minimum three-inch intake valve and hose
- Long handled grappling device
- Backup warning device
- Water for properly cleaning of vault toilets
Prebid site visit: A hosted pre-bid site visit has been scheduled for July 11, 2024, at 9:00AM. Please, RSVP to the Contracting Officer Representative, Andy Skordas-askordas@blm.gov if you plan to attend. If there are any changes to the schedule, they will be posted here.
Evaluation Factors:
1. Quality Control Plan (40 points)
a. How will the Contractor ensure that the requirements & performance standards will be met? (20 points)
b. How will the Contractor accomplish inspections, correction of deficiencies, and green compliance? (10 points)
c. How will the Contractor provide Quality Control to ensure all specifications are met? (10 points)
2. Past Performance (20 points)
a. Demonstrated professional past performance in vault pumping services. Past performance factors considered will be schedule, management of employees and deliverables, quality of previous work of this type, and references from previous or current contracts. Provide at least 2 references. (20 points)
3. Contingency Plan (20 points)
a. How does the Contractor plan to provide uninterrupted services when employees are absent? (10 points)
b. How does the Contractor plan to recruit and retain qualified individuals? (10 points)
4. Price Evaluation (20 points)
a. The price will be evaluated in relation to the Independent Government Estimate (IGE) and in relation to other offers when all other factors are equal
