Description

The purpose for this RFP is to have interested and qualified professionals provide a proposal which details the design and installation of the new Belay Course for Inspiration 4 Skills Training Bldg. currently under construction at the campus of the U.S. Space & Rocket Center, Huntsville, AL 35805.

All proposals must be designed in a way to allow for an indoor space to be utilized to extend shoulder seasons, provide a high throughput/low staff activity, cultivate teamwork and foster growth in participants

Course Minimum Specifications:

Must fit in a room 66’ x 75’ with a ceiling height of 32’.
Steel or Aluminum construction with padding around the base supports.
Course must be free standing and not required to attach to walls or ceiling when installed.
Course must be designed in a manner so that it does not block facility HVAC vents or returns.
Course must be designed to install on an interior 6” thick 4,000 PSI concrete slab.
Minimum capacity of 64 participants per hour.
Multi directional track-based system.
Two (2) level course with a minimum of 12 obstacles per level.
1. 1. First level, designed for younger participants Ages 9-14 years.
  2. First level must have a minimum of 5 easy, 5 medium, and 2 hard obstacles.
  3. Second level, designed for older participants ages 15 years and up.
  4. Second level must have a minimum of 3 easy, 6 medium, and 3 hard obstacles.
  5. All obstacles must have varying degree of difficulty on each level comparable to the ages.
  6. Each level accessible by stairs with separate controllable/lockable entry and exit points.
Minimum of four (4) climbing structures.

Clip N Climb Astroball or its equivalent
Clip N Climb Ascendor or its equivalent
Clip N Climb face to Face or its equivalent
Clip N Climb Twister or its equivalent

Designed for a minimum of 8 climbers and a total of 16 participants at any given time. Sixty-four (64) participants per hour.
System must be designed with an Auto Belay system
Both belay course and climbing structure must accommodate a single person up to 300lbs.
Proposals must include a minimum of 75 easy-to-clean safety harnesses. 25 Small, 20 Medium, 20 Large, 10 Extra Large harnesses.
Harnesses must work on course and climbing structures.
Proposal must include a minimum of 64 easy-to-clean lanyards.
Entire belay course must be accessible for staff to perform rescues if necessary.
Minimum of two (2) rescue kits must be included.
Proposal must include staff training on daily operations, inspections, routine, and basic maintenance.
All warranty documents, safety, inspection, and maintenance manuals must be included in proposal.
Target installation date will be December 15, 2025, with a completion date of no more than 90 days from start of installation.

Additional Bidding Instructions

Due to the nature of this training equipment and its installed location, the selection criteria for all submitted responsible sealed bids will be based on facility compatibility, camp curriculum, participant challenges, as well as pricing.

Only vendors who have been approved to bid pursuant to pre-qualification procedures and criteria established by the Owner will be eligible to bid for the Project. Written prequalification procedures and criteria are available for review at the office of Sam Mitchell, Director of Procurement, U.S. Space and Rocket Center. All potential bidder may also send an official request for the Prequalification Criteria via email to samm@spacecamp.com

Bids must be submitted on DCM C-3 Bid Proposal forms. Additional documentation includes a Detailed Itemized Bid on Vendor Letterhead, Certificate of Insurance, Alabama Vendor Disclosure Statement, Business License, and Vendor W9 form. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgement, the best interests of the Owner will thereby be promoted.

Sealed proposals will be received by the Alabama Space Science Exhibit Commission d/b/a U.S. Space and Rocket Center at the office of Sam Mitchell, Director of Procurement, U.S. Space and Rocket Center, at the ETF Building 1st Floor, Room #109, One Tranquility Base, Huntsville, Al 35805 until Friday 4/25/25 at 2:00pm CST. At which time and place, each seal bid will be publicly opened and read into the record.
You may also submit your pre-approved seal bid prior to public bid opening to the Director of Procurement, for the U.S. Space and Rocket Center, by coming in person to the Administration Entrance located at the U.S. Space and Rocket Center, One Tranquility Base, Huntsville, Al 35805. You may also mail your pre-approved sealed bid using a reliable & trackable delivery method to U.S. Space and Rocket Center, One Tranquility Base, Huntsville, Al 35805 postmarked by the time and due date shown.
Electronic submission of a pre-approved bid will also be accepted at samm@spacecamp.com provided they are received by the time and due date shown.
