The City of Escondido, a California municipal corporation (“City”), is requesting proposals from qualified consulting firms to provide environmental services in adherence of the Mitigated Negative Declaration (MND) and Mitigation Monitoring & Reporting Program (MMRP), construction management, and inspection services relating to the Escondido Creek Trail Multi-Use Path Project (“Project”). Services to be provided under the contract resulting from this RFP shall include but will not be limited to: monitoring of hazards and hazardous materials, water quality monitoring, testing and reporting, storm water pollution prevention plan (SWPPP) monitoring and reporting by a Qualified SWPPP Practitioner, noise, biological, archaeological and Native American monitoring and reporting during construction of the Project.
Consultant shall provide the following services: Construction management, inspection, materials testing, monitoring, and reporting as required during construction and for proper implementation of all mitigation measures identified in the MND & MMRP, Soil and Groundwater Management Plan, and the SWPPP during construction of the Escondido Creek Trail Multi-Use Path Project. The consultant will subcontract with the Native American monitor and the consultant’s archaeologist shall coordinate with the Native American monitors during construction. The Project plans are attached to this RFP as Exhibit 5 and incorporated herein by this reference.
