SOQ_F-2022-0001 - Fire Department Plan Check Services

The Hanford Fire Department (HFD) utilizes outside consultants on an as-needed basis to provide plan check services and handle overflow work.  Given the increase in development activity in the City, the Fire Department is interest in selecting firms to provide plan check services on an as needed bases.
The Hanford Fire Department is requesting qualifications (SOQ) from consulting firms to provide third party plan check services for the Department. The selected firm(s) will work with designated staff to review plans and documents for code compliance. Firms that meet the qualifications listed in the SOQ will be added to the Department’s “Approved Third-Party Plan Check Provider” list and will be eligible to conduct third- party plan check services on behalf of the Department.
Plan check requests will be distributed based on availability of staff to complete work according to the Department’s deliverables schedule, personnel qualifications, and level of expertise to ensure quality of work, and cost. Project applicants may select a preferred Plan Check Provider and the Department may grant the request at Department’s discretion.
Before submitting a proposal, Consultants should read this SOQ carefully and inform themselves completely of all details outlined herein. The submission of a proposal shall be deemed a representation and certification by the Consultant that the:

• Consultant has the capability to successfully undertake and complete the responsibilities and obligations of the proposal being submitted;
• Consultant has reviewed all information contained in the proposal;
• Consultant did not, in any way, collude, conspire, or agree, directly or indirectly, with any person, firm, corporation or other Consultant regarding the amount, terms or conditions of the proposal;
• Consultant acknowledges that the Department has the right to make any inquiry it deems appropriate to substantiate or supplement information supplied by Consultant;
• Consultant grants the Department permission to make inquiries; and
• Consultant will provide all related documentation in a timely manner.
