The City of Oceanside (City) is requesting proposals, including a Statement of Qualifications (SOQ), from consulting firms that demonstrate qualifications and experience of services as described herein.
The City of Oceanside Engineering Division is an integral part of the City’s Development Services Department charged with the design, management and construction of Capital Improvement Projects, inspection of Capital and Development projects, plan review of development plans including Subdivision Maps, Grading Plans, Lot Line adjustments, on and off-site improvement plans FEMA elevation certifications, stormwater and water quality plan review, etc. Consulting firms are encouraged to submit a proposal for one, some or all of the following requested services:
- Category A – Engineering Design Project Management
- Category B – Construction Project Management
- Category C – Construction Inspection/Observation
- Category D – Design & Construction Surveying and Survey Plan Review
- Category E – Stormwater and Water Quality Plan Review
- Category F – Geotechnical Engineering Design and Construction Support
- Category G – Land Development Plan Review Support Services
Those firms wishing to provide a submittal for multiple categories will need to submit a proposal work plan for each category separately in order to keep the review process clear and concise. The separate proposals may be compiled under a single cover letter with a single set of resumes, company bios, etc.
The selected consultant(s) shall provide the following services in accordance with the applicable regulations and policies of the State of California and the City of Oceanside. The selected consultant(s) shall have experience working for a municipality or local agency.
The City is seeking up to three (3) consulting firms for each category based on the quality of the technical proposals received. The City will enter into a contract that will expire June 17th, 2026 with two (2) single year extensions pending consultant performance during the initial period. Each Category will have an annual budget impact cap; contracts will not be exceeded in any one budget year without written authorization from the City Council.
The prospective Consultant will be evaluated based on information submitted in response to the criteria included in this Request for Proposal (RFP).
Once a selection is made, the City will enter into contract negotiations with the consultant firm. Upon successful negotiations, the City and consultant will enter into a professional services agreement with an anticipated start date of June 2023.
