Description

The City of Oceanside Water Utilities Department is requesting proposals from qualified
firms to conduct dry weather Field Screening, water quality monitoring and reporting
activities for municipal separate storm sewer system (MS4) outfalls in accordance with
Provision D.2.b and E.2.c. of the San Diego Regional MS4 Permit1. The City is seeking a
5-year agreement with the option to extend the contract another 2 years upon satisfactory
performance by the consultant. Under the current Regional MS4 Permit, the City is
required to conduct Field Screening (inspections and water quality sampling) of major
MS4 outfalls on an annual basis during dry weather conditions to identify and eliminate
sources of illicit non-stormwater discharges to receiving waters. The permit-defined
monitoring year runs from October 1st to September 30th of the following calendar year.
This work will begin in the 2023-2024 monitoring year (ending September 30th, 2024).
The City is seeking consultant assistance to complete the required fieldwork, water quality
sampling, data compilation, quality control and reporting as required by the Regional MS4
Permit.

Proposals are due no later than 4:00PM on February 28, 2024, delivered via email
to Zoe Smith in the Water Utilities Department at zsmith@oceansideca.org. The
response email subject line must read: DRY WEATHER MS4 SERVICES PROPOSAL –
(Consultants Name). Please note that any files sent over 25MB may be not be
deliverable. Oversize files sent past the deadline will not be accommodated. The City
reserves the right to reject any or all bids at its discretion.
