Responses to this Request for Proposal shall be submitted in a sealed package addressed as below and clearly identifying the Consultant making the submission. The package must be marked as “CONFIDENTIAL – AS-NEEDED TRAFFIC ENGINEERING SERVICES.” One original and two copies must be submitted by each Consultant. The Consultant is liable for any of the costs incurred in preparing and submitting a proposal.
