Project Description: The City of Poway owns and operates a family-oriented recreation area commonly known as Lake Poway. Recreational opportunities include fishing and boating, pleasure boating, hiking, biking, horseback riding, picnicking, camping, and archery. The City is seeking an experienced contractor to operate a concession during fishing and boating operating hours. Concessions is expected to sell packaged and prepared foods, non-alcoholic and alcoholic beverages, fishing permits, boat rentals, archery cards, drop-in camping, merchandise related to fishing such as bait and tackle, as well as merchandise related to other recreational activities offered within the park (camping supplies, sunblock, etc.). Currently, the concession operator uses the City’s Point of Sale system, however, the City prefers for the concessionaire to provide their own. In addition, there is potential for catering for multiple special events and private rentals that take place throughout the year. The concession operator will be required to enter into an occupancy license with the City for the exclusive occupation and use of the premises known as the Lake Poway Concession located at 14656 Lake Poway Road, subject to certain conditions.
Proposals will be evaluated based on qualifications, relevant experience, business plan, proposed financial arrangement, and financial wherewithal. The City may elect to conduct interviews with the proposing contractors. The award of the Contract, if made, will be made to the proposer who in the sole discretion of the City is best able to perform the Contract in a manner most beneficial to the City of Poway. The City reserves the right, after opening proposals, to reject any or all proposals, to accept or reject any one or more items of a proposal, to make award to the lowest responsible proposer and reject all other proposals, to waive any informality in the proposal, and to accept any proposal or portion of it. Award of the contract is subject to approval by the City Council.
Standard Contract Length: The length of this contract shall be for two (2) years beginning on November 3, 2024, through November 3, 2026. The Contract may be extended for a total of two (2) separate, two-year time extensions. The maximum length of the Contract can be up to six (6) years. The option to renew may be by mutual agreement between the City and the selected Contractor.
