RFP No. 25-002 - MECHANICAL INTEGRITY FOR PROCESS SAFETY EQUIPMENT OF CHLORINE & AMMONIA SYSTEMS

The City of Poway is requesting proposals from qualified contractors to provide comprehensive mechanical integrity for the process safety equipment of the chlorine and aqueous ammonia systems at the Lester J. Berglund Water Treatment Plant (WTP), as required by county, state and federal safety compliance programs and regulations for the City of Poway. California Occupational Safety and Health Administration’s Accidental Release Prevention (CalARP) program and the US Environmental Protection Agency’s (EPA) Process Safety Management (PSM) and Risk Management Plan (RMP) programs, commonly referred to as CalARP/PSM/RMP, require an ongoing mechanical integrity program for the process safety equipment on the chlorine and ammonia systems at the WTP.  San Diego County Department of Environmental Health’s (DEH) is the Certified Unified Program Agency (CUPA) responsible for biennial inspections of the WTP’s CalARP/PSM/RMP compliance documentation. This contract will require detailed documentation to ensure performance of chlorine and aqueous ammonia systems inspections, maintenance and repairs at scheduled intervals, as well as requirements for contractor training and certification. The City proposes to contract with one or more qualified contractors that are proactive in their work standards.
