ENG-20-21-S3038 - Sierra Highway Bridge New Engineer of Record to Address Constructability Review

The purpose of this Request for Proposal (RFP) is to obtain the services of a well-qualified Consultant, familiar with the work required under this RFP. The selected Consultant shall work closely with the City, local utilities, permitting agencies, businesses, property owners, and Caltrans to successfully complete the project and protect the interest of the City. The Consultant must be knowledgeable with the forms and guidelines of the Caltrans Local Assistance Procedure Manual (LAPM) in order to meet Federal funding requirements. The Consultant is expected to become the Engineer of Record (EOR) on the completed plans, specifications and estimates and update as necessary to put together a more complete bid package for this project, including addressing the constructability review comments and utility coordination. The bid package should be comprehensive to minimize any foreseeable field changes. As
the Consultant will be the new EOR for this project, the Consultant will be responsible for the various disciplines to produce a consistent and uniform set of construction documents, and help see the project to fruition. The intent is to work within the original scope and design and stay within the limits of work approved in the design and environmental phases by Caltrans and the resource agencies authorizations. The goal is to not redesign the whole project but build upon what has already been completed, update to current standards if required, and prepare all the necessary documents to help the City have a successful bid and award and construction of the project. The City is planning to submit to Caltrans the Request for Authorization (RFA) for construction in August 2021 in order to obtain construction funding for Caltrans’ Fiscal Year 2021-22.
