Event Note

A non-mandatory pre-proposal walk through of City facilities will be held on Friday, February 2, 2024 at 10 am. Although City Hall is closed to the public on this day, proposers wishing to visit maintenance locations will be met by City Staff at City Hall, 635 S. Highway 101, Solana Beach, CA 92075. This is the only opportunity proposers will have to visit these maintenance areas prior to submitting a proposal.

Additional Bidding Instructions

All proposals must include the following:

Background: Provide a description of your firm's background and qualifications to perform the various items of work included in the request for proposals and associated scope of work.

Firm's Experience: Provide a list of similar work that your company has completed on behalf of similarly situated clients (local agencies) in the past 5 years. Include the name of the local agency and a contact for each project.

Sub-Contractor's Experience: Provide a list of all proposed sub-Contractors, their background and qualifications, and degree of involvement.

Staffing: Provide a brief summary of your staffing plan for this agreement. Include provisions for providing back-up staffing should regular staff be unable to perform due to unexpected illness or emergencies.

Proposed Fee Schedule: “Exhibit B - Fee Proposal Schedule” must be completed in entirety and submitted as part of the proposal. The fee should be all-inclusive and complete. No extras should be anticipated. The contract resulting from this Request for Proposals has the potential to run for a total of five years (the original contract plus four extensions at the City’s discretion).

Non-Collusion Affidavit: Complete and submit “Exhibit D - Non-Collusion Affidavit” with the proposal. Failure to submit the Non-Collusion Affidavit may be grounds for rejection of the proposal.

Enclosed are four exhibits to the Request for Proposals. Exhibit A is the Preliminary Scope of Work for your consideration. Exhibit B is a Fee Proposal Schedule. Exhibit C is a sample professional services agreement (PSA) for your review. Should your firm be selected, a similar PSA will be executed. You must note any exceptions to the PSA in your proposal. Failure to include any exceptions or a statement that no exceptions are requested may be grounds for rejection of the proposal. Although there is no guarantee that exceptions suggested will be allowed, exceptions not noted in the submittal but brought up later will not be considered by the City. Exhibit D is the Non-Collusion Affidavit.

Each proposal should be limited to no more than 20 pages, including resumes. If the submittal is made electronically, then the electronic submittal is sufficient. If the submittal is a hardcopy through the U.S. mail or personal delivery, then please submit three copies.
