Piggyback Contract

Description

Perform maintenance and repairs to City facilities on an on-call, as-needed hourly basis as described in the Scope of Work (Exhibit “A”).

Must possess and maintain a current General Contractor B license and a C-10 Electrical Specialty license.

Contractor will be required to enter into a Professional Service Agreement with the City (Exhibit “C”). If you have any questions about the terms of the agreement, please submit your questions with your proposal, or contact the City at (858) 720-2470 prior to submittal date. The PSA includes, but is not limited to, the following items:

Term will be 1 year with the City’s option to renew the agreement for up to four additional 1-year periods.
Prevailing wages are to be paid as applicable.
Insurance requirements include Commercial General Liability, Automobile Liability, and Workers Compensation (see Section 11 of PSA).
City Business Certificate is required.

The selected contractor must be available to respond to emergency requests by arriving on-site within 1 hour of request for service. Non-emergency requests shall have a response time no longer than 24 hours.

Preference may be given to contractor who has experience with repairs in a marine/coastal environment.

The selected contractor shall provide all tools, testing equipment, all transportation to and from the job site and required safety equipment.

The selected contractor shall maintain a valid driver’s license and supply a cell phone number to the City to reach contractor’s employees in the field.

All required permits shall be provided by the City at no cost to the contractor.

Agreement will be for labor costs. Parts will be purchased and supplied by the City. Invoices submitted for work will detail labor and materials as separate line items

Additional Bidding Instructions

The City of Solana Beach will receive qualifications and proposals for the above referenced services at the Office of the City Engineer, 635 South Highway 101, Solana Beach, California 92075, until Wednesday, March 6, 2024, by 2:00 PM. Proposals may be submitted via U.S. mail, in person to the City of Solana Beach Public Works Department or by electronic mail. The electronic mail address is LCarrillo@cosb.org. Emails should include in the subject line: HANDYMAN REPAIR SERVICES PROPOSAL. PROPOSAL SUBMITTAL REQUIREMENTS INCLUDE:

Signature of Proposer, Proposal Fee Schedule, and Extension Option (Exhibit “B”).
Contractor must note any exceptions to the Professional Services Agreement (Exhibit “C”) in their proposal. Failure to include any exceptions or a statement that no exceptions are requested may be grounds for rejection of the proposal. Exceptions not noted in the submittal but brought up later will not be considered by the City. There is no guarantee that any exceptions to the PSA will be accepted by the City
Prior Work Experience that establishes qualifications for the following types of work: General Maintenance and Repairs, Electrical, and Carpentry.
