The City of Twentynine Palms (City) is seeking to retain the services of a qualified and experienced civil engineering consultant (Consultant) to provide the professional and technical services required to design complete Construction Plans and prepare Specifications and Engineer’s Estimate (PS&E) for the City-Wide Channel Trail Project.

The westerly trailhead for the project will be located adjacent to the Fortynine Palms Canyon Trail, and the easterly terminus will be Bagdad Highway (see Exhibit “B). The 6.9 miles of 12’ wide X 5” thick PCC Class 1 bike path/pedestrian pathway will follow the flood channel through the middle of the City crossing multiple roadway segments. The trail will also include seating areas similar to the existing segment as shown in Exhibit “A”. In addition to designing the new trail, the selected Consultant will assess the existing trail to ensure that it meets ADA compliance and incorporate any revisions in the design. Since the project crosses multiple roadway segments, Consultant will be responsible for ensuring bicycle and pedestrian safety at all potential conflict points.

Additional Bidding Instructions

Submittals shall comply with all conditions, requirements and specifications contained herein. Any material departure constituting sufficient cause for rejection of the Proposal shall be at the City’s sole discretion. All costs incurred in the preparation and presentation of this submittal shall be borne solely by the respondent.

Respondents shall provide one (1) hard copy of the proposal, one hard copy of the cost proposal in a separate sealed envelope, and one (1) electronic (pdf) copy of the proposal via email. All submittals received shall become the property of the City of Twentynine Palms and will not be returned. Submissions can be sent electronically to richardberger@caa.inc. Although emailed will be accepted, faxed submittals will not be accepted. Respondent’s paper and electronically formatted proposals shall be delivered no later than the submittal deadline to:

If the Respondent is in doubt as to the meaning of any part of this RFP or finds discrepancies or omissions, the Respondent shall submit to the City a written request for information or clarification prior to January 4, 2024 at 1:00 PM. All questions regarding this RFP must be submitted in writing to the attention of Rich Berger, either in hard copy or via email at: richardberger@caa.inc. Respondents are prohibited from contacting members of the City Council or staff regarding this submittal. Failure to adhere to this provision shall be cause for disqualification from this process.

It is the Respondent's responsibility alone to ensure that the Proposal is received by the City prior to the hour and date noted in this RFP. Any submittals received after that hour and date shall be returned unopened.
