The consultant shall prepare environmental review documents for private land development projects to meet the requirements of CEQA, and in certain cases, also NEPA. These documents may include general environmental documents, including Categorical Exemptions/Exclusions, Initial Study/Environmental Assessments, Environmental Review Memorandums, and Addendums or Subsequent or Supplemental Environmental Documents. In addition, the consultant may prepare technical reports or memorandums that will support the environmental documents, including the following:
- Biological Studies, including general biological habitat assessments, focused surveys, Wetlands and Jurisdictional Waters Delineations, Biological Assessments/ State and Federal Endangered Species Act Compliance, and the preparation of Mitigation Plans.
- Cultural Assessment, including Archeological, Paleontological, and Historical resources evaluation
- Air Quality Analysis, including GHG Emissions and Climate Change Analysis, as well as Energy Analysis
- Noise Studies
- Community Impact Assessments/Socio-Economic
- Traffic Assessments as required.
- Visual Impact Analysis
- Hazardous Materials/Initial Site Assessments
In some cases where a private development project submits their own technical environmental document, the consultant will be asked to provide a peer-review of those documents.
Additional tasks may include Public Outreach efforts, including, but not limited to, developing project informational exhibits for public’s awareness of projects, mapping to support visual presentation efforts, organizing special events (public scoping meetings, public hearings, etc.), and conducting outreach to project stakeholders.
