24-004 - Program Outreach to the Unsheltered Community through Food Service

Lack of access to health care, housing instability and food insecurity are often overlapping
experiences. More than one third of Tulare County residents are currently food insecure. Ensuring
the health of Tulare County residents includes accessing food resources. Due to the overlapping
experiences of food, housing and health insecurity, residents eligible for Medi-Cal coverage are
frequently also eligible for food resource support. Tulare County Health & Human Services works to
ensure residents are connected to all resources that keep the community healthy and happy.

PROGRAM OBJECTIVES
Tulare County’s objective is to enter into an agreement for outreach to the unsheltered community
through the provision of meals using an established relationship of trust within the community. The
proposed service provision is intended to be a consistent source of information and support for those
experiencing homelessness within the county. Under the agreement established with this RFP, the
established trust within the unsheltered community will be the foundation for distribution of
information regarding public social services programs, eligibility changes, updates, or important
deadlines.
