HACSC is soliciting proposals from qualified on call consulting firms to provide professional services
to assist with the assessment of real estate acquisition opportunities and real property development.
Consultant(s) with experience providing services in Santa Cruz County and with public entities and/or
affordable housing developers are highly preferred. Consultant(s) with experience providing services
in California associated to public housing authorities, public entities, affordable housing developers,
and other residential developers are preferred.
Consultant(s) shall provide HACSC with real estate acquisition and development services in the
assessing and preparing of site feasibility and pre-development due diligence to assist HACSC in
assessing real estate acquisition opportunities. The consultant(s) will provide analytical and advisory
services that will support HACSC in making development decisions, assessing risk and liabilities on
the acquisition of real property, and provide reports and recommendations related to site use,
development potential, and development options.
The purpose of this solicitation is to qualify on-call Consultant(s) to contract with HACSC to provide
consulting/advisory services and/or other related services on behalf of HACSC for one or more of the
Specializations listed under Exhibit B, Scope of Services. Consultant(s) may respond to one or
multiple Specializations listed under Exhibit B, Scope of Services.
Through this process, HACSC may select more than one consultant to provide the requested
services and enter into one or more contracts with those consultants. Services shall be performed in
accordance with the contract. The initial contract will be for a period of one year, and may be
extended up to four additional years in accordance with the terms contained within the contract.
