Adams County requires that all Roadway Construction Inspection Personnel are competent and proficient in materials testing skills as part of an Employee Development and Training Program. The selected firm will help develop specific training schedules as required, and notify Adams County of any regulatory changes requiring additional training or certifications. Adams County requires that all Roadway Construction Inspectors reach certain training goals within specified periods of time. The selected firm will be charged with helping to meet these goals, clearly stated within the Roadway Construction Inspection Personnel job descriptions.
The selected firm must have clear and undisputable knowledge of construction plans, interpretation thereof, the related specifications, and be able to prepare accurate reports, as they relate to the applicable laws, regulations, codes, and departmental policies of the governing agencies.
In 1996, CDOT implemented Quality Control (QC) / Quality Assurance (QA) specifications and with it came the requirement of certified technicians. The use of certified technicians is required in the state of Colorado by the FHWA Code of Federal Regulations (CFR). Certification through the LabCAT Program is also required by some local agencies.

- American Concrete Institute (ACI) Construction Inspector or Colorado Ready Mix Concrete Association (CRMCA),
- Asphalt Technician Certifications must be obtained for Levels A, B, C, D and E, Asphalt Paving Materials Inspector
- Must be able to obtain a Troxler Electronic Laboratories certification for use of nuclear gauges within 12 months of hire
- Must be able to obtain a Certification from the Western Alliance for Quality Transportation Council (WAQTC).
