This solicitation is for Transportation Safety and Traffic Engineering Services, RFP-19-18, Project Number C14-004 & C18-035, CDOT Number SHO C100-040/22149 to create an Arapahoe Countywide Local Road Safety Plan (ACLRSP). The State and the County have adopted a “Moving Toward Zero Deaths” initiative. The State completed a Strategic Highway Safety Plan (SHSP) in October 2014 for Improving Roadway Safety (SPIRS). It provides technical assistance in prioritization and deployment of safety countermeasures on State Highways throughout the state. Arapahoe County supports this initiative and desires to expand the concept to the County and local level. Detailed crash analysis performed in other jurisdictions nationwide has identified potential low cost countermeasures that, when implemented, reduced the number and severity of crashes occurring on local roadways.
Prioritization is to be based on the Safety Performance Function (SPF), the Level of Service of Safety (LOSS), proven and reliable Crash Modification Factors (CMFs) from FHWA’s CMF Clearinghouse (http://www.cmfclearinghouse.org). The plan should be in alignment with the Colorado Strategic Highway Safety Plan (https://www.codot.gov/safety/safety-data-sources-information/safety-plans/colorado-strategic-highway-safety-plan.
